If the content for the callout is longer than the size of the callout and the hotspot is below the callout, sometimes the callout will appear then disappear. This only happens on when a callout is set to activate on mouse over.
This is caused by the content momentarily covering the hotspot before it is all contained within the callout, so the hotspot is no longer activated so the callout closes.
To work around this, do one of the following:
1. Move the callout so it is not above the hotspot.
2. Shorten the content so it doesn't spill over onto the hotspot.
3. Change the size or shape of the content so it doesn't spill over onto the hotspot.
4. Change the action to on click rather mouse over.
