If the publication you are trying to access to gives you the error message 'Too many redirects' it means that the URL is setup, but there are no issues or no issues live.

Make at least one issue live and try again. If you do not want to make an issue live and need to look at one, click on the issue in PAC and preview it, or add the IID parameter to the URL to show a specific issue.
